The reading talk about the approach of policy in bringing technology to remote areas of Latin America, which tend to be rather poor communities. It is true that the limited resources influence energy policy and implementation of technology in countries in Latin America with large populations under poverty. It is not only the case for Latin America. It implies for every country. Lets take an example. In India, there has been a shortage of fuel and the major energy resources. This has made the government change it's policies and apply the new ones to some extent. Solar energy and many other renewable energy are the ways the government is transforming to now. But ya, every country has some limitations or may be restrictions to implement its policies. It may be that the country lacks funding. There can be many such reasons to the implementations.

OMG Dharna, I love your post!! It is cool that you remark that poverty and social problems are everywhere, I really liked your comparison between Latin America and India. In my native country it is true that rural communities are kind of poor (because they are not poor at all), thus setting infrastructure systems is difficult because of social conditions. In some cases it is not that the country lacks funding, it is just a matter of administration, take as an example Venezuela or Colombia, the country has the resources, but the way the government uses the money is just the problem.
